You have to upload them to a site like tinypic, imageshack, or deviant art.

After uploading the image onto one of the image hosting sites stated above (personally I use photobucket but tinypic is faster), copy the URL and follow the instructions, which can be found in the Guide for New Members:

To insert an image into your post, put the image link inside img tags:

Not sure if I'm the only one understanding, or misunderstanding, but you said "not from internet"

If what you mean by that is not using an internet site, then You can add the pic as an attachment on the thread.
For html, it's Image tag using the file location.
