I don't knw if this is the right place so bear with me.

I was wondering what would be the best theme deck and boosters to buy to make a fairly cheap deck that is as competetive as possible

Hmmm...

Unfortunately, the PTCG is not cheap but IMO the best Theme-deck to get would be the Royal Frost (DP1) Get a few DP1 Boosters and ome EX: Dragon Frontiers boosters and that should be pretty good.
 
Easiest way to start is to buy an MT booster box and a theme deck you like, which can be either the Inferno Zone, Royal Frost or Armored Fortress, they all are pretty excellent.
Loose boosters of all sorts of different sets aren't going to help much...just trade some good trainers and other cards you need with friends and you're set.
The booster box + theme deck will set you back about 120$, but that's well worth it considering the price/pack ratio is very low. And YuGiOh boosters are more expensive, if I recall correctly.
 
I suggest trying out the Shadow Blaze deck for EX DRAGON FRONTIERS. I has a ton of great Pokemon to start you of and get an understanding of the game. Plus since its Psychic and Fire Deck, you can add the new Typhlosion from Mysterious Treasures to creature a pretty awesome deck. Not to mention its has some pretty amazing trainer cards such as Prof. Elms Training Method and Buffer peice.

So Id say:
1 Pokemon Ex Dragon Frontiers Starter Deck.
3 Packs of Dragon Fronteirs
5 Packs of Mysterious Treasures

Comes to about $40 dollars or what not. Remeber a good competitive deck takes time and effort to build so try and think up strategies, and trade for cards that you might need.
