I am more newer here but i have picked up some things in my months here.

Welcome back to the game. You came back just as a new set is being released (Platinum: Arceus). So basically, the "hot" decks right now are Flygon, Shuppet/Uxie, and other stuff from Platinum: Arceus. I'm sure that if you look through the scans (which can be found on the main page of the website) you can find something. Definitely try to get Claydols (which aren't league promos, I'm quite sure. I could be wrong, I haven't been to league in a while, but as far as I know, only Uxie is a league promo), along with Uxies, Roseanne's, Bebe's, all that stuff. If you want a really cheap deck, you could try Shuppet/Uxie or Gyarados.

Try lurking around in the Deck Garage or the Article Submissions. There are always some in there. But just for a head start, here is a Gyarados decklist:

That's a Pokemon line because I don't like giving away full decklists. I'll just say that you need about 3 Warp Energy, 3 Cyclone Energy, 3 Felicity's, 3/4 Bebe's Search, 3/4 Roseanne's Research, and a whole bunch of TSD and Pokemon Rescue.
Why the heck would you run a 4-3 Gyarados? I mean really? Have you ever even played Gyarados?
Heres Lou's list. It did pretty well for him through BRs. I can't say it was the best beause My freind (Lunar wing on the beach) used Gyarados to get the #1 ranking in the world. SO I would say that his or lou's were probably the best. But by looking at both lists they were very different.

There isn't very many good decklists posted online here so you would want to go to an experienced player at your league to get deck help.
So I was just given a collection with 2 baltoy/claydol, 4x of most of the good supporters, a bunch of random rares/foils, and uxie/uxie lv.x.
I also have access to 20 foil water and fighting energy, 4 multi energy, 4 special dark, and 4 special metal.

It really does depend on what you want - what deck you would like to make?
You basically dsicard Magikarps via Felicity's Drawing/Registeel/Regice and hit with 90 for 0 energy from T2-3. Sableye SF is also important for the deck so you can search out Magikarp's on T1 via Roseanne's and other helpful supporters.
