RSE/FRLG I Need Help with My Team

I really don't know if this is the right place to post this, but anyways:
I'm preparing for a battle in Emerald with my friend. We can use two Pokemon that you can't catch in Emerald, for example Pokemon from LeafGreen.

The maximum level of the Pokemon we can use is LVL 65.

I really need help with building a team (I have played most of the games, but I am not experienced with building good, balanced teams).

Any suggestions would be greatly appreciated![/size]

Oh, I forgot to mention that we'll be using 6 Pokemon in total: 4 from Emerald/Sapphire/Ruby also.

Is there a list of Pokemon you aren't able to use in this battle?
 
If there isn't a ban list, I'd use something along the lines of (assuming you can obtain these): Latios, Latias, Rayquaza, Kyogre, Zapdos, and Mewtwo.
 
Mewtwo can't be obtained below level 70 so he can't use that. Also Kyogre and Groudon are at level 70 in Emerald if I'm not mistaken. He'd have to use his two slots for them.
 
How about Sceptile, Starmie, Tyranitar, Salamence, Charizard, and Steelix? Most are offensively orientated which is the easiest style to battle. They also cover many types making them ideal for sweepers.
