umm, i don't know who has been lying to you, but you ARE allowed to use the hp rare candies. you are allowed to use ANY older card as long as the text is the same and it has been reprinted.

ask any judge. they should even say it somewhere on go-pokemon.com

same thing with the jungle set scyther, as long as it has the same text, because they reprinted it as a secret, you are allowed to use old one. you CANNOT use the old charizard though, because the old one has a pokepower, the new one has a poke body.
