I am not currently in a league but may be soon
So I need something clarified
In a deck can you use japanese cards that have not been released in english
 
As long as you're not in a real tourney, you can use anything you want.
 
What Zyflair said is right, to some extent. It also partially depends on your league leader and opponent. For example, my league leader doesn't permit World Championships cards, but my opponent did so we played anyway.
