You can find Max Elixir in the BREAKpoint expansion booster packs, and also a single copy in the Electric Eye theme deck. You can tell which expansion a card belongs to be checking the symbol found in the bottom right corner, and using this official database (scroll down to "Expansion").
As a general tip for buying singles, it is generally best not to try to get these from buying booster packs, as there is no guarantee you'll get any, let alone four. Instead, it would be optimal to trade with people you know who has copies spare, or you can buy them singularly in online stores (or your local card store, potentially), such as TCG Player.
