Ruling Infernape question

No, as Infernape L. X is neither Stage 1 nor Stage 2. Thus, it does not fulfil the requirements of a Rare Candy.
To make it clear, Lvl.X Pokemon are not counted as Basic or Evolution Pokemon. Any card that asks you to specifically search for, say, an evolution cannot find a Lvl.X from your deck.
It is one of the prime reasons why Rare Candy does not work for Lvl.X Pokemon. Candy states to place a stage 1 or 2 Pokemon that "evolves" from your Basic Pokemon, so an evolution card must be played. Since Lvl.X Pokemon aren't classed as Evolution cards it doesn't work.
