Intentional Draws

I am confused about ID's. I have not been playing for very long and have never been asked, or asked someone else to ID. I would like to know when to ID, why to ID, and is it legal?

Offering an intentional draw is legal. It's important to note that asking your opponent to concede is not legal and can result in a disqualification.

Players will typically offer a draw if they're at a top table toward the end of Swiss rounds when all they need is a draw to make top cut while a loss might knock them out.
