You don't have to introduce yourself. The only place that is possible to introduce yourself is your Biography in your Profile. You can access your profile here. You can edit it in your User Control Panel (User CP) located on the top left of your screen.

I don't see why not if they don't know where to go. Have you guys added the forum rules to the welcome PM for signing up? If they are not there yet they should be.
