Ok... no of course not I know a penguin with a sac as its tail looks like one, but it definitely isn't one... Now I think about it, in real life Penguins live mainly on the South Pole, while Delibird is supposed to come from the North Pole (> Santa).

But no, Delebird isn't classified as a legendary, and before people are asking more of this, here follows a list with every legendary Pokemon:

Don't listen to d-master. He is a known pedo, who therefore knows nothing about the COMPETITIVE BATTLING. When game "freak" decides if a pokemon is a legendary they take many things into account. Some of these things are, awesomeness, coolness and similarity to delibird. I would say out of the almost 500 pokemon that already exist, delibird is one of the most similar to delibird which is IRREFUTABLE EVIDENCE that delibird IS IN FACT a legendary.
