Hi, I have an active Infernape Lv. X, and my friend hase latios star. He said, that latios does 150 damage becuase Infernape Lv. X is a stage 2, I said no because on the card it does not state that its a stage 2. Who is right, and why?
You're right.
Lv. X Pokemon are not considered Basic, stage 1, or stage 2. They are Lv.X. Just like you said they don't say what stage Lv.X they are.

You are correct. Because you are placing Infernape Lv.X onto Infernape, it's Leveling up from the Stage 2 to a techincal "Stage 3." I have been in this situation before but in a different way.
Leveling up Infernape to Infernape Lvl.X is not evolving and there is no extra stage that it can reach. You can THINK of it as being a Stage 3 card, but it is not a Stage 3. A level X keeps the same name, attacks and stage as the card underneath it. So Infernape Lvl.X is still classed as a Stage 2 card according to the D/P rules. It's the same Pokemon but just leveled up.
So in answer to your question, Latios* does do 150 damage to Infernape Lvl.X as it is still counted as a Stage 2 Pokemon.
According to the most resent ruling from japan, Infernape and Infernape lv.X are considered to be the same pokemon and the same card no matter what. Lv. X is basicly just an upgrade to the normal pokemon. They are considered to be the same card.
The attack does 150 damage. Infernape lv.X is the same card that is under it, so it's a stage 2.
Yup, only when in play is the Level X condidered a stage, for now, there are only stage 2 Level X's, but with DP2, there will be stage 1, and with DP3, basics.
So Latios* will do 150 to infernape X, Torterra X, and Empoleon X.
In DP2, Magmorter X takes 150, electivire X takes 150, but Lucario x DOES NOT (only stage 1)
and in DP3, neither Dialga X or Palkia X takes 150 cause they are basics.
DukeFireBird, Magmortar Lv.X and Electivire Lv.X are stage 1, not Stage 2. Magby and Elekid are babies, and therefore Electivire and Magmortar are still stage 1's.
And yes, Infernape Lv.X is a Stage 2.
