No, it isn't really that rare. It's an uncommon, even though they call it Rare Candy. People pull them from the pack at times.

It isn't rare but it is very good to use in decks
Well actually they were rare at one point, they were 5 bucks each. They used to be rare in like emerald but after that it started to become more and more common.
