Is there a minimum player size to hold a BR?

Hey guys,

might seem like a silly question, but is there a min size to run a Battle Roads? If so, what is it?

I ask simply because I am looking at the possibility for my local game store to run one.

EDIT: I have found the Pokemon Organised Play Sanctioning Regulations that states:

At least 8 players must have participated in a tournament for that event to remain sanctioned. If fewer than 8 players participate in the tournament, the Tournament Organizer must report the tournament as cancelled.

So my question changes slightly to become, does a Battle Roads fall under the Organised Play category? I would assume yes, but I have been taught never to assume something....

BR would count as an Organized Play tournament as they are Modified and sanctioned events.
