Ruling Is this an errata?

Kyogre Ex's Flotation says, "As long as Kyogre Ex has 1 energy OR LESS attached to it, each of your Kyogre Ex have no retreat cost." Meaning they must have put flotation as an errata. Am I correct?

No, that is correct. If you have 1 or 0 Energy attached to any Kyogre ex with the Flotation Poké-Body, all your Kyogre ex get free retreat, regardless of whether or not Flotation is present on that Kyogre ex.

Errata is when a card's intended use does not match the text on the card. Take a look in any recent theme deck rulebook for a few examples of errata.
