Ruling Is this true?

I have Dialga Lv. X out as my active and I do Metal Flash. My next turn, I switch him out with another pokemon, and switch that pokemon back to Dialga Lv. X (Let's just say I play 2 switches), can I use Metal Flash again? I think I remember reading that I can do that, but I just want to make sure.

Also.. this question is for setting up.

Both players draw their cards. And both players don't have a basic. But, player A announced he didn't have a basic first. And player B draws his card to that and ends up getting a basic. Is that correct in doing so? Or how would that work?

You can. "Dialga can't use Metal Flash next turn" is an effect like any other. It's cleared if Dialga goes to the Bench.

No, it's not. B can't draw a mulligan card unless he has his Basic and prizes set. In your situation, both players reshuffle and restart. Neither one gets an extra card.

Mulligans are resolved simultaneously. It doesn't matter that A announced first. Both players either place their Basics and prizes or reveal their hand before anything else happens.
