Is tin promo Raikou a prime?

I'm wondering what type of card the tin promos are, for example, Raikou. Are they Primes? The don't look like primes at all. This is a real question.

They are not primes, they are just shiny promo pokemon with a different border to other cards. Plus if you noticed with prime's, you only see the pokemon's head (mainly) With these promo's you can see their entire body.
 
What to call it on ebay, how to list it on my trade thread, etc.
It's not that important but something I'd like to know.
 
I'd call them "2010 Spring Tin Shiny Pokemon Promotional cards" something along those lines or just promos... Yeh but you can't call them primes, cause it isn't all close up on their faces.
