Ruling Is Victini FA Legal?

So on PokeGym's list of legal reprints (if I'm allowed to link to the page, then I'll link it), it doesn't list Victini FA as a legal reprint. Why is this? My first thought was that it's because of Cedric Juniper, since Victini FA doesn't have a height printed on it, and the only legal Victory Star Victini does have a height printed on it. But that can't be it, because Virizion FA, Cobalion FA and Terrakion FA are all listed as legal. So if anyone knows the answer to this, I would really love to know. Mostly because I like using FA's, and I don't want to get disqualified for playing 1 of those cards.

It's most likely an oversight. It's perfectly legal to use

Yeah, it is legal. The reason is poor PokePop has to figure those all out by hand. Easy to miss one.
