Ruling Japanese Cards Legal at Worlds for Anyone?

Are Japanese cards legal for any player at Worlds regarless of what country they are from? For Example, could an American player use Japanese Magnezone Lvl X even though it has not been released in the U.S. and in English. My assumption is that a card like this will either be legal for everyone or legal for no one. Please confirm or clarify.

No. Per the tournament floor rules, Worlds uses the current North American Modified format. You can only use cards that have been released in North America.
 
You can still use Foreign language cards however, as long as that specific card has been released in North America.
