Ruling Japanese Energy Cards

So i have this question
I know that now you can't play japanese cards because it obstaculize the game for people who can't read it.
But what about japanese energy cards? they doesn't have any text , so they can't obstaculize anything. And if the back is different , you cant use some goods sleeves.
So , you can use japanese energy cards in official tourneys?

I'm fairly certain the answer is no, but I could see this getting past some judges at lower level events.

You cannot use any cards that are "foreign" for your region in sanctioned events, including basic Energy.
