Do Japanese packs come with rarer cards than English cards?

they have better ratios than english packs
Japanese packs have a Rare a Reverse holo and a Holo rare, while English packs just have a Rare and a reverse holo.
Japanese packs also have RH primes 
And both legend halves come in the same pack.

In general Japanese super rares are easier to get. But we get some promos that are wicked hard to get over there. Like Espeon/Umpreon/Raichu Prime. Those go for hundreds of dollars over there.

Yep. They had to collect an insanely huge amount of points from winning battles and buying packs to get them. Someone here bought a Jpn Raichu Prime for $200. I'll admit, I was a bit jealous.
