Japanese Lucario card... Lv. 42 in "EX Powers," true or false?

I was bored and looking around Wikipedia and looked up Lucario (here)... and stumbled acrossed this text further down in the entry:

Obviously this was written a while back, though there is an english Lucario scan on the page.

Anyways, that reference to Lucario Lv. 42 sortra threw me off... there may be Japanese promo Lucario that's Lv. 42 or whatever (Though I've never seen it), but what's this EX Powers? As far as I know, there's never been any levels in the EX series, and the only Lucarios printed in the EX series are actually EXs (Or during the EX series and are promos, but lack a level). Is this just a completely false statement or what's up with this?

I guess I've been known to trust Wikipedia a little too often but still... :/ The only thing I could guess it would be referencing is EX Power Keepers, and I'm not sure if Japan has gotten it yet so I could thoroughly check the list (Last I saw they got no more than us, but a lot of the cards could be replaced due to the fact many are promo reprints for the sake of American players), and since it will/was released after their DP, some sort of level reference in an additional card is entirely possible.
 
Well I found the Japanese set list of PK, my computer won't display it right though, nor will google properly translate the names :/ As far as I can tell though, the two sets are exactly the same (Though I'd appreciate confirmation if any one would be kind enough to just check through the JP list if it displays right at all), there's the same number of types and 108 cards in both versions.

Well you just need to cross reference the type and HP of the pokemon.
 
well that lucario is not in the ex sets for sure it has a lv so ex power is probadly a new set or something later on
