Have japan already rotated out the HGSS sets to become BW-on?

It's just that the most recent decklists I'm finding for japanese players don't use HGSS cards and they make no mention of battle palace or hall of fame format, or how the deck would be played outside of these formats, which is what I expected to find for specialist decks.

so have they moved the format on? It would make sense, since they have BW4, 5 and the dragon sets for us to have the leftover sets.

For the most part they're moving to BW-on cards, but there are still a few pre-BW cards being used. The 1st place list contains PONT, Junk Arm, and Lost Remover, among other things. The lower lists have some pre-BW cards as well (I saw Dual Ball and iirc Sage's Training in the 2nd place list.)
The rotation in Japan appears to be the same as it currently is here: HS1-on.
 
They are still in HGSS-On, it is just that they have a lot more options from Dark Rush (and maybe the Dragon sets? I'm not sure if they are released yet) and therefore need less cards from HGSS through Triumphant.

I don't believe they have the Dragon sets yet. I didn't see anything from the Dragon sets in those top 4 lists, which leads me to suggest that either they aren't out yet or they don't have that strong of an impact on the game. (That makes sense, since there are very few trainer cards in those sets.)

no, I was actually looking at the http://ptcg.creatures.co.jp/ for the majority of my source lists (I'd only seen one list from the other site). Maybe they're just ahead of the time.
