Ruling Jirachi Doom Desire

If I use Doom Desire and my oppenent switches pokemon turing his/her next turn, which pokemon would be knocked out, the current active pokemon or the pokemon that was active when the attack was used?

If the pokemon is retreated instead of using switch does it have the same effect (no pokemon dies)?

The effect is placed on the Defending Pokemon. Since the Defending Pokemon will no longer be the same, all effects on it go away. No Pokemon will be knocked out.~KA
