Ok my argument starts with this.

In gold and silver you can catch the three legendary dogs depending on which starter you chose, entering the tower and awakening them set them loose.
Considering you can find them in Kanto I believe a legendary dog got loose from the Johto region. This could bring up discussion of "Well then where is it in Hoen or Sinnoh?"
Well it doesn't always have to be in chronological order or just in order. Or they just haven't decided on a region they want to put it in
This contradicts my argument of why did the legendary dogs escape, when, how and why.

I know RED in G/S/C is older than your main character but then isn't LG/FR set BEFORE G/S/C. But then you can catch them in the wild depending on which starter you pick so then this can prove that in all regions(apart from Sinnoh) the main character chose something different. But you couldn't catch a legendary dog in Hoen. The reason I don't know but the main character in Hoen makes an appearance of being after (not saying it is after than all regions) he just looks younger than Gold or Red (Not being bias it is just easier to put that)

So just when does all the regions happen we know for a fact that it goes
Kanto <---3 years---> Johto
So to close this arguement when are the regions set so we can answer this question
But this brings up another question
How can you fight the legendary dogs in Kanto if they are still in the tower in Johto
One answer has to be canon and one filer
 
FR/LG was filler, Sinnoh happens after Johto! (Talk to the guy who gives you Happiny, if you remember what happens at the start in Johto, you'll understand) The remakes must be filler, and the regions must be in order of generation, or quite a bit of stuff would make no sense (I don't feel like explaining ATM).

It has to have been in chronological order!

Kanto -> Jotho -> Hoenn -> Sinnoh
