Ruling Jolteon EX vs Alolan Ninetales / Hoopa

So say my opponent plays a hoopa or alolan ninetales (the ones with the ability that prevent all effects of attacks from EX / GX) and I play jolteon EX, if I use the swift attack from Jolteon (not affected by weakness, resistance or any other effects on your opponents active pokemon) does my attack land or not? Thanks for the help in advance guys

The abilities "Scoundrel Ring" and "Luminous Barrier" are effects. Jolteon EX's Swift is not affected by effects on your opponent's active Pokemon. The attack would land.

Yes it goes through. The "any other effects" means anything like the Safeguard abilities and other effects on your opponents active Pokemon.
