in order to trade from R/S/FR/LG/E you need to beat the Elite four and then see all 150 pokemon. i beat the Elite four today and are still looking for the last 31 pokemon. so thats why i said it may take until saturday.

If you havn't found yours yet, i believe you can get it East of the northern entrance on Route 229. It Requires cut.

Oh, really, sweet. I want to eveolve my Dusclops but it wasn't holding a Reaper Cloth when i caught it. So I'll look on Route 229. Thank you.
