Ruling Jumpluff and Rampardos

well...rampardos's hasty headbutt says it ignores ALL effetcs on the defending pokemon..so do you think that Hasty Headbutt will be able to ignore Jumpluff's Poke Body as jumpluff's poke body says to ignore all damage..help?
 
Oh gosh... That one just made me confused... Here's what compendium has wrote about similar cases.

Q. Charizard-EX's "Burn Down" attack says it is not affected by Poké-Bodies, etc., but what about Jumpluff's Fluff? As I understand the power - I flip, if heads the attack still happens, but Jumpluff just doesn't take any affects. So would a heads flip on Fluff be the only way to survive a "Burn Down"?
A. Nope, just like Burn Down ignores Safeguard, it also ignores Fluff too. Unless something can completely "stop the attack" (i.e. Baby Rule flip), Burn Down cuts through it. (Sep 16, 2004 PUI Rules Team)

Q. Let's say Charizard-EX uses "Burn Down" on a Jumpluff. Would Jumpluff get to use it's "Buffer" or not (because "Burn Down" is not affected by Poké-Bodies)?
A. The Burn Down attack is not affected because Buffer does not kick in until *after* Burn Down has done all its damage. However, after Burn Down has done its mega damage, Buffer kicks in and if successful would get to remove damage counters from Jumpluff until 10 HP are left. (Feb 17, 2005 PUI Rules Team)

If the 2004 ruling has changed than would make the 2005 ruling apply to it.

I think I'm just missing something here (can't think) but I'll confirm this and then tell you the answer.
 
I don't know which Jumpluff you're talking about (Fluff or Cotton Spore), but either one is an effect on Jumpluff. Attacks that ignore effects ignore it and go through.

The reason why Buffer gets an exception is because of when it's triggered. It doesn't kick in until after the attack is complete and the KO check starts. Attacks that ignore effects only ignore those that exist during the attack phase.

To clarify, remember that there are three steps to resolving an attack (not counting all the checks before the attack, like the Confusion flip):
  1. Calculate and apply damage
  2. Apply any other effects in the attack text
  3. Check for KO
Hasty Headbutt/Burn Down/etc. deal damage during step 1. Fluff/Cotton Spore attempt to prevent damage during step 1. This is where the "not affected by" clause applies.

Buffer applies during step 3 (because it triggers on the KO event). At this point, the damage portion of the attack is over, so it's not ignored by the attack and it still gets triggered if Jumpluff is KO'd.
