WHY?
Please for the love of God tell me what synergy Pluff and Phan have in common? The only thing i can see is that they both set up fast and hit hard. Problem is, that while you're bashing stuff with Phan, you're slowly killing your Pluff's with Earthquake's recoil.

My suggestion for this deck is to pick EITHER Donphan OR Jumpluff, build a deck focusing on that, and post your new deck and then i'll be happy to assist you further.

With that kind of line, you have a focused strategy. You have a mix of good starters (both are the best at what they do), have a decent enough draw engine, and two main attackers. That's a count of 23, which leaves room elsewhere in the deck.

With the only main attackers needing one Energy to do their main attacks, you really don't need more than 12 max.

6 Grass
6 Fighting

That's a good solid number, they should come up just fine.

With the T/S/St, let's focus on consistency first and foremost:

23, same as the Pokemon. That leaves room for two cards for techs and such to play around with, but with that kind of solid foundation of T/S/St, you'll get the Pokemon when you need it quite easily.
