Ruling Junk Arm in the HS-BLW Format

Correct. Any Trainer card from before the Black and White era is classified as an Item card. Cards like this are dealt with in accordance with the era when they were printed, so Junk Arm would only be able to retrieve a modern Item card, not a Supporter or Stadium. During the HGSS era, Supporters and Stadiums were their own class of card and not considered Trainer Cards. This would also apply to older Supporters and Stadium, which were also Trainer cards at the time, but during Junk Arm's time of legality wouldn't be.

How does this effect Unlimited formats? I'm curious because we have a Semi-Unlimited format we play for fun, and Junk Arm is used quite frequently as a pseudo Dowsing Machine. We basically use the thought on older cards, that if a trainer is a character or person, it is a supporter, and if it looks like and item, it is an item. But since Junk Arm Targets "Trainers" We could get anything back as long as its a Trainer.

According offical rules for Unlimited, any Trainer card that's not specified as a specific type is considered an Item. that means even cards representing people such as Professor Oak, Misty, etc that were not reprinted as Supporters (such as the original Bill) are considered Item cards. Junk Arm is from an era when Supporters and Stadiums were not class as Trainer cards, but rather as their own card time. Because of this, Junk Arm can only get what's considered an Item in Unlimited. However, that does mean it can get an older "character" card such as Professor Oak if the game recognizes it as an Item. This is part of why there are not sanctioned Unlimited Tournaments- a card such as Professor Oak is not limited to being played once per turn, allowing a player to go through practically their entire deck by using multiples of the card and / or getting it back with Junk Arm, Item Finder, etc.

So... if we applied this rules here... That means that Item Finder would get ANY trainer from discard pile?
Because in the Base-Set Era, similar to today, all cards that arent Pokemon nor Energy are Trainers. So that mean that Item is equal to Downsing machine?

Right, that's why we put our own rule on old character cards saying they are considered Supporters now. Hence the Semi-Unlimited Format.
Yes, i do that too, its avoid a lot of problems, and I use cards like Item Finder and the old Computer Search as Ace-Pec too. I liked the difinition too:Semi-Unlimited!

Sorry for the images, i'm still learning how put images here

Correct. In Unlimited, cards are played with the application and definitions from the era in which they were legal. Item Finder would let you get any Trainer card from the discard, making its effect identical to Dowsing Machine, albeit not an ACE SPEC. Again, this is why there is no sanctioned Unlimited play, since it easily allows the abuse of powerful card effects and combinations.
