Ruling Kabutops H13's Ability from Skyridge (Unlimited)

So I was having an Unlimited battle with a friend of mine, and I used Kabutops (#H13) from Skyridge.

Its Pokebody reads:

Primal Aura
As long as Kabutops is your Active Pokemon, neither player can play Basic Pokemon or Evolution cards from his or her hand to evolve Benched Pokemon.

We were a bit confused about the wording. Does it mean Basic Pokemon can't be played to the bench at all, or that Basic Pokemon can't be played to the bench if it is evolving something?

If it's the latter... in what situation is a Basic used as an evolution? It's a bit of a mystery to us right now.

You can play Basic Pokemon to evolve Baby Pokemon, e.g. Pikachu onto Pichu. Kabutops would prevent that, but not just playing a Pikachu down onto the Bench.
