Ok, say I have Keldeo-EX, with it's Rush In ability (http://pokebeach.com/scans/boundaries-crossed/49-keldeo-ex.jpg)
and a Xerneas-EX (http://pokebeach.com/scans/xy/97-xerneas-ex.jpg)

If I attack with Xerneas-EX's X-Blast attack, and then, during my next turn, Rush In and retreat to Xerneas-EX again, can I use X-Blast again?

Also, Say the same situation, but instead of Xerneas-EX, Black Kyreum-EX (http://pokebeach.com/scans/boundaries-crossed/101-black-kyurem-ex.jpg) is my active pokemon.

If I use Freeze Shock, and proceed to Rush In and retreat, can I use it again?

Yes. Rushing In and retreating, or any other action that moves your Active Pokemon to the Bench, removes all effects from that Pokemon, including Special Conditions and restrictions from attacking such as Blizzard Burn, Iron Breaker, Sand Attack, etc.
