A simple deck that would be able to beat Garchomp C and Luxray GL
With Nidoking and Black Belt combo can do 110 Damage with posioning.
Nidoqueen Helps buy giving HP to Nidoking TM
Nidoking RR helps add up damage while on bench.
 
I'd say go with Spiritomb to evolve your bench and hopefully slow your opponent down.

4 Pokémon Communication is too much, especially when you're using Spiritomb, who locks trainers. It might be better to run:
-4 Pokémon Communication
+3 Bebe's Search
+1 Professor Oak's New Theory (great consistency)

I don't think you need 3 Expert Belts; 2 should suffice. 15 Energies also seem too much. Therefore:
-1 Fighting Energy
-1 Expert Belt
+2 PONT (for even more consistency)

Nidoqueen TM is not worth it. Also, you lack Nidorinas, so:
-1 Nidoran F
-1 Nidoqueen TM
+1 Nidorina (either RR or TM)
+1 Bebe's Search

Finally, since you run a somewhat strong Nidoqueen line, add in 2 Psychic Energies. Attacking with Nidoqueen might be useful against Machamp and what-not.
-2 Fighting Energy
+2 Psychic Energy

So to sum it up:
-4 Pokémon Communication
-3 Fighting Energy
-1 Expert Belt
-1 Nidoran F
-1 Nidoqueen TM
