Here are my questions...

1. How many energy should I use?

2. Expert Belt?

3. Should I run a tech line? If so what of?

4. What should my Seadra/Broken Time Space/Rare Candy ratio be?

5. What about Felicity's Drawing. Should I use them?

6. How should my recovery line look? Just 2 night maintenance? Only one? Palmers?

7. Is this deck a viable deck for cities?

If I think about anything else I'll add it.
 
1. 8-12 energy depending on what variant you are playing.

2. Yes, run Expert Belt. About two, because running a bit more could be dangerous if not played right.

3. I ran Luxray/Crobat G with some Poke Turns, but Dusknoir and Alakazam are some options.

4. I ran 2 Seadra, 2 BTS, and 4 Candy. It seemed to work well.

5. I didn't use it, but if you are basing your Kingdra deck around Aqua Stream then run it.
 
Oh yeah, sorry. Dusknoir or Zam. Exploud is another option of you are concerned about weakness, but that shouldn't be a problem.
 
I would run Dusk, because Alakazam won't help you as much as you think. Floatzel is a good tech, but it slows it down so...
 
6: Ummm...I have seen it all over the place. If you wanna be safe, 2 NM is the way to go. I would just stick w/ 2 for now until you do some testing/someone flames me and tells me I am wrong about this answer.


7. Always. Kingdra is always viable. A good deck choice. Always.

No.

1 NM is all I use and I don't seem to have problems.

7. Is this deck a viable deck for cities?
Absolutely, just remember to bring a nidoqueen counter.
 
Play Dusknoir from Diamond and Peral.If you oppenent has more than 3 bench you pick one of there benched pokemon and it goes back to there hand I think.
 
I am alredy running that. What if they have their attacker active and cladol, backup, and nido benched?
 
I thought about running Dialga G lv.x in my Kingdra for my match ups against Nidoqueen and Tangrowth from StormFront.
The Dialga G lv.x shuts off poke bodys but the fear of Flygon lv.x in my area scared me from playing it.
