Ruling Kingdra DP5

Not in America, since there is no English-language equivalent. When the card is released in English, you can use it in tournaments.
 
When the English version is released, you can use the Japanese versions as long as you provide 1 English version (seperate from the playing field) to make sure Kingdra can only do what's it's supposed to. :p.

As a side note, the English version can be facedown (but must be visible) until a foreign version is played. Then you must flip it over.
