So the goal of this deck is to put damage counters on the opponent's pokemon every turn plus dragon steam for only 1 water. Floatzel i will ONLY EVER USE is when i am playing against a fire deck. And that fire deck will have a x2 weakness to me so i can just keep knocking them out really easy. I know i went heavy on the energy but i don't like to wait to draw energy and only have like 6 in the deck im just not like that haha.

why are you using 4 seekers?
if your spreading damage around, then you'll just be helping the opponent take back damaged pokemon

i would suggest taking a few seekers out and putting in prof oaks new theory for those hand refreshers

Why not play 2 Kingdra LA and 2 Kingdra prime. That way you wouldn't have to worry about {R} decks decreasing your damage output, plus Kingdra LA's weakness won't give you a complete auto-loss against Luxchomp (that's unless they play Lucario GL, but most will not)
