Ruling Kingdra question

Let's say that I have Kingdra active and my ppenet haas a machamp active and a machamp lv.x on the bench. I use Dragon Pump and do 20 to the machamp lv.x. Would it take 20 or 80 beacuse of it's poke power?

Machamp Lv. X says, "As long as Machamp is your Active Pokemon, ..." So the effect doesn't work while he's on the bench because it is referring to that specific Machamp.
