Strategy: Try to donk with Horsea Rare Candy Kingdra Prime. If it doesn't work, swarm with every Kingdra. I run 2 LA Kingdra because there has been an increase in fire techs in my area. I would like to try to fit in a 1-1 Umbreon UD line for the help against VileGar.

Kingdra is awesome. Great play for States IMO, anyways here are my suggestions.
-1 Smeargle UD (Really not need, just going to make you miss out on a T1 attach)
+1 Mesprit (Mesprit is great with Seeker, and with Kingdra in general)
-3 Cyrus's Conspiracy
-2 Research Document
+ 1 BTS (These need to be out T1)
+2 Pluspower (No one will see it coming, great for killing LGLX)
+2 Switch
 
Smeargle helps me with the donks while using my opponents Pokemon Collector and get Unown Q. I don't think the mesprit will help that much because my deck is more of a swarm type, not a donk type. The Cyrus's Conspiracy helps me get my badly needed energy because I barely ever draw my own energy. And I run Warp Point instead of Switch. I do agree about taking the Research Documents out for 2 Pluspowers.
 
Oh I didn't notice the Warp Point, anyways you have a valid argument, I love Mesprit though, and it does matter if you are swarming, I played a good list like that, and I played Mesprits, it did pretty well, trust me. How about... -1 Bebe's Search, +1 Mesprit?
 
IMO Cyrus is absolutely CRUCIAL to Kingdra. Since you're able to run a very low energy count, Cyrus is the only way to search for energy w/o Roseanne's Research, and should be included in every Kingdra deck that runs a low energy count.

Now this is just personal choice, but i run 2 bats/SP engine in my Kingdra deck. Have not had a chance to test it out yet because I'm still missing a few cards, but it seems to be the easiest way to donk/pile on damage in conjunction with Spray Splash.

Then again, I also run Donphan in my list as a tech against {L} Pokemon (*cough* LUXRAY *cough*) so Kingdra doesn't get killed as easily. It's a great tech, not only because it keeps said {L} Pokemon at bay, but also because it only needs 1 {F} energy to attack, thereby supporting my Cyrus statement. I find it all works in perfect harmony, but that's just me. Every Kingdra deck is different.
 
I think you only need 1 Kingdra LA. You can put in another Prime, because Triple Spray Splashing is great, and it should easily be searchable. I know you said there is an increase in fire techs, but IMO Kingdra LA is a game finisher(besides, Dragon Steam should do 60 total with Spray plash, not necessarily to one Pokemon).
