I try to get horsea out by dual ball then rare candy it into kingdra and kingdra wins the game.

Ok first lets remove everything that isn't either Kingdra or Feraligatr from the pokemon line which would give us

2-2-1 Kingdra UL
2-3-3 Feraligatr (1 Prime) Why are there only 2 Totodile?

Ok, for the sake of having a strategy, lets say the aim of the game is to constantly attach energy onto Kingdra UL to deal 80 each turn without wasting your energy attachment for the turn (though with Gatr prime that isn't a problem).
Really and truly all the other pokemon you're running are just a waste of space as they don't do anything to aid to the strategy of the deck and seem more like filler to me just to make this a 60 card deck. Note: never just fill space with random cards, look for cards that would help achieve the decks goal faster, though in terms of pokemon all you really need is something to help support and set up which is easy enough to fix and seeing as you're in Juniors i won't add anything too hard to obtain so for the pokemon line you want to aim for probably

3-2-3 Kingdra UL
2-1-2 Gatr Prime
3 Minum UL
2 Uxie LA
1 Smeagle UD/CoL
1 Unown Q MD

Ideally you want to start with Minum so you can start setting up your bench. Smeargle UD/CoL act as a support pokemon that allows you to potential copy the effect of a supporter card in your opponents hand which could help boost speed in terms of setting up. Uxie LA is a league promo so obtaining those isn't very hard but it's just a great source of draw power.

As for the trainer line, the important things you should be running is

4 Bebe' Search
4 Rare Candy
1 Palmer's Contribution / Flower Shop Girl
2 Twins (or 3. Once Minum gets KO'd use twins to search for what you need)
