If my opponent evolves his Ralts to Kirlia (SW) using wally's training, and uses Psychic Research, could he use Wallys again to evolve it into Gardevoir?

Obviously, yes. It's part of the Supporter and the attack does exactly what the Supporter does, so he is free to do so.

Depends. Wally's goes to the discard after the attack, so unless there is another Wally's in the discard already, no. If there is, yes.
