any pokemon caught in the friend safari are guaranteed to have at least 2 perfect IV's. i think it maxs at 3 though. i have not yet seen someone say they caught a 4iv in FS

I did a quick check and have a few 3IV Dittos but they won't cover all IV's like your said.
