Strategy:

Get energy to the discard using battle compressor and ultra balls. Take out the energy with Lapras and trick coin to stack energy to Kyurem for damage. I have Zoroark for switching with the float stone and Octillery to draw more cards. Jirachi is here for decks that rely on special energy such as Vespiquen, Toad, GiratinaEX, and Night March.
I use town map since I have a lot of crucial cards that could easily be prized.
I run the Silent lab and Jusge for early disruption.

Notes:
I DO NOT own any Shaymin Ex cards. I do not plan to buy any with my low budget.

One other thing: I'm playing this deck at cities in a week or two so it needs to be fully competetive and work in the current metagame

The idea of Kyruem EX is that you trap a pokemon with high HP and retreat cost in the active. After you are able to trap them there, you use glaciate attack to slowly take down the opponents bench. This forces the opponent to play an energy, switch, or stand In Retreat. You never really want to use Kyruems second attack unless necessary. It his first attack that will win games for a Kyruem ex deck. I don't see issue in the pokemon you chose, and I like the idea zorak, so I just made a couple of changes. However, for full disclosure, because kyruems charge is so high, I'd recommend you not play the deck for cities.

The strategy is trap a pokemon with high hp and retreat in the active. Once trapped, the deck uses glaciate to continually knocking for 30 dmg to all pokemon. The deck will have a slow charge so Zorak will need to switch between laparas and Kyruem to charge pokemon up. Good Luck!

I think I'll still play it at cities because I already invested money into the deck because I thought it would be fun (which it is). I don't see any need at all for DCE so I'm wondering why you put it in the list.

It's convenient. It allows Zoroark to attack immediately without having to rely solely on Lapras to accelerate energy.

Exactly! Using Zorak as an attacker doesn't make you reliant on one attacker. Honestly, this season has been nice to watch second attackers being more in the mix. Cool Beans! Last season, with Seismitoad, it was hard to watch 15 hours of state/national championships do quaking punch every turn. I think the commentators were having a hard to swallowing it too. They got pretty excited when they finally got to say a different attack and explained how it works.
 
1. there will be a Palkia EX in xy9, it accelerate2 2 energies from deck, which is more reliable, plus it is a tanky 180HP basic with a 120 + 30 (bench) attacker
2. there will be a Manaphy Ex in xy9 too, all pokemon with water energy has no retreat cost, the zoroark line can be removed and replaced by 1-2 Manaphy EX
3. i think rough sea is always the superior stadium in water deck, especially water EX with high HP

I did see manaphy EX which would be a very helpful alternative.
I haven't heard of the Palkia EX yet but after looking at it, it seems to be superior to Lapras. I would have to run 2 Energy recycler to get discarded energy back to the deck but it still takes less room than Lapras and trick coins.
 
Ok so last minute I made some changes. I switched out 2 Birch for one Shauna and a Xerosic. I also removed the Lab and added another Xerosic. I really need to buy some trainers mail lol but it's too late since cities is tomorrow. Do you think my changes were worth it?
 
So today was the big day. I did pretty well with a 3-1-1 record making it into sixth place. My one loss was Lucario Bats—which is the first deck I faced when doing my first top cut match... Which I also lost. After playing, I asked some friends what I should do to make it better. They recommended that I use Rough Seas because it is great against Toad and Bats. It can also counter things like Fighting Stadium and Parallel City. They said to take out one Xerosic, one Ultra Ball, and one Sycamore for three Rough Seas. What do you guys think?
By the way, the decks I won against were
1. Regice Empoleon with a sprinkle of Articuno (non AT) and Toad
2. Metal. He honestly didn't play well because he used a DCE to make Bronzong his active instead of Dilaga EX. He seemed to not have much Pokemon either. All I saw was 2 Dilaga EX, 1-1 Bronzong, 1 Aegislash EX, 1 Aggron EX, and 1 Skarmory EX
3. He had a deck with Mewtwo EX (Photon Wave), Hoopa EX (AOR), Rayquaza EX (colorless), and Boufolant. (I wasn't worried at all about this match up.)
