3x Electivire FB
1x Electivire FB lvl X
4-4 Lanturn Prime
1-1 Manectric (PL)
14 Pokemon

4x Premier Ball
4x Interviewer's Questions
4x Dual Ball
4x Professor Elm's Training Method
4x Engineer's Adjustments
20 Trainers

22x Lightning Energy
4x Rescue Energy
2x Call Energy
28 Energy

The strategy is to get Electivire FB out as the active pokemon and spam Dump and Draw to get 4 Lanturn Prime out. Once you've got Electivire FB lvl X you can use Energy Recycle to attach 4 energy a turn. Pretty simple. It could probably stand to have less energy and more trainers that search for pokemon. I'd throw 4 Double Colorless in there, but I can't seem to find any.

Any suggestions?

Edit- I added the Manectric in there to protect the bench. I'd do 2-2 but I don't think I have another.

-11 Lightning energy

+3 sableye stormfront(to setup quicker and improve chances of getting basic first hand)
+3 Bebes Search
+3 Warp energy (for retreating so you dont have to discard energy)
+2 Pokemon Collector (Helps get out the required cards)

Also just in case you didnt realise electrive lv.xs pokepower ends your turn so if you are attaching 4 energy a turn you wont be attacking which could give your opponent the time he/she needs.

-3 Premier Ball

+2 Uxie (Legends Awakened)
+1 Unown Q (Majestic Dawn)

With only one Pokemon Lv.X, you have no real reason to be running four Premier Ball. You have Bebe's Search too (from techmek's suggestion) to search out Electivire FB Lv.X when you need him. Uxie (LA) provides drawpower early in the game, and Unown Q makes it easier for Pokemon like Electivire or Uxie to retreat.
