The first problem right there is the ability. It doesn't shield you from Rayquaza EX, Giratina EX or Black Kyurem EX (Black Ballista), the three dragon exs you'll most likely encounter that will come up and one shot Latias. Other EX's that get around Latias without hitting for weakness that hit hard include-Landorous EX, Mewtwo Ex, and Thunderous EX. It's second attack is pretty underwhelming as well not even having the ability to one shot a Sygiliph without assistance from Virbank + Hypnotoxic or of course Altaria, which you have included here. (though it seems like you have only Skyarrow? You could do a couple of things here-run 2 Skyarrow and one Virbank to get the extra damage when you need it or 2 Virbank one Skyarrow to get the most our of your HTL and run a third.)

Mewtwo in here..is kind of begging for a Mewtwo war? I get the reason why, but with no form of acceleration or any way to transfer energy, it'll be hard to power him up enough to be a threat. Since Latias is by-passing everything with its second attack you don't need a Sigilyph of your own to stall/counter it. Also, the EX's you WILL be walling would be the ones that you'd want to wall with Sigi so I feel its a bit redundant?

I'd suggest a Tornadus EX or two in stead of Sigilyph to make use of the stadium wars era we're in. It makes good use of a DCE attachment and has potential to earn some 60 HP donks on some of the stage 2 decks. If Super Energy Retrieval also grabs special energy (and I'm basing it off the translation we have so far), then all the more reason to run max counts of DCE and not need to worry about hammers. But as it stands now running different types of special energies is a bit nerve-wracking.

As far as Ace Specs go, either Life Essence or Dowsing Machine would work in here. I get running the Life Essence in here so that you're not losing 2 prizes from a one-shotting Rayquaza/Black Kyurem, but be careful of opposing tool scrappers. Dowsing will get back some of your trainers or supporters when you need them.

Penetrate goes through Plasma Steel. It's probably still a tough matchup since Cobalion doesn't have an Ability, though.

I'm not sure why you have Life Essence in here. In a deck like this one, I feel like consistency is everything, and that you really need to get Computer Search in here. Or Dowsing Machine. I'm not sure what's in your area, but two Tool Scrapper seems like too much in my opinion. I would bump it to one if you aren't seeing too much Garbodor or just keeping two depending on your meta. The HTL are kind of unnecessary as well. Take one out for another Level Ball and the other for a draw Supporter of your choice. I wouldn't max out on the N either. When you're up, it can be costly. Run one or two Bianca as well.
 
Thank you for all the opinions and reccomendations!!! I will make some changes. Tornadus I am a little iffy about but I will test soon. Two tool Scrappers is for garbodor since it ruins my whole plan but I guess garbodor would only be run with pokemon who do not have abilities?? Never mind down to 1 Tool Scrapper. Still in the thinking phase! :D Any more ideas are great! EDIT: Edited list
 
I think beach could go better than virbank (only if you are putting in 1 of those). Also, consider myself a pest but I am not a huge fan of N. Maybe replace them with another tool scrapper and another switch and you should be golden! Hope this helps.
