ice barrier=prevent effects including damge dont by opponent ex pokemon next turn

deoxys ex use fast wave

fast wave=this attack isnt affected by resistance poke-power, poke-bodies or any other effects on the defending pokemon

can fast wave hit latios ex when he use ice barrier??
