Ruling Latios-EX, What Does Light Pulse Effect?

Hey guys got a question, how does Latios-ex Light pulse attack effect other pokemons attack effects? One example I can give is versus seismatoad-ex. Does light pulse stop quaking punches effect? Thanks in advance

Well, let's read exactly what Light Pulse does:

"Prevent all effects of opponent's attacks, except damage, done to this Pokemon during your opponent's next turn."

And Quaking Punch:

"Your opponent can't play any Item cards from his or her hand during his or her next turn."

You have to ask yourself, where does the effect of Quaking Punch reside? Well, it says right there in the attack: "your opponent."

Since the effect is done to your opponent and not Latios-EX, Light Pulse won't block it.

What it will block, however, is anything that is done to Latios-EX, such as an attack that would say "Flip a coin. If heads, your opponent's Active Pokemon is now Paralyzed." or "Put 3 damage counters on your opponent's Active Pokemon."
