Strategy: Have roserade, houndoom, and hypno on the bench to stack special conditions. Attack with leafeon's miasma wind. Roserade's grinder attack can be used as backup.

Only a few changes. This should greatly help your friend's deck's consistency. Afro Bull is pointless in this deck since with no DCE, you can surprise play it. Maractus and Farfetch'd simply aren't needed, and you don't need like 3 Pokémon to afflict a Special Condition when one of them can already inflict two for a single Rainbow drop. I prefer Houndoom over Hypno because two Special Conditions from Roserade plus the Special Condition from Houndoom pretty much Knocks Out anything, while Houndoom also has the benefit of a lighter Retreat and higher HP. As for the Trainers, they're self-explanatory, but Collector is for Basics, Communication is a more reliable Poké Ball, PONT and Juniper are for consistency, and Rainbow greatly helps the deck place Special Conditions. Catcher is to KO important things on your opponent's Bench.

I think you need some rainbow energy for roserade's power.
Puts both conditions on the defending pokemon.

EDIT: I see gliscor already said that, but ya def need some rainbow energy
 
Def tell him to try to trade for those.
Another thing you might wanna try is Unown R, but that's probably better for when you have rainbow energy in there.

Lots of room for your own changes and preferences. In my list I include Mismagius UL to move the energy from Roserade to Leafeon to speed up the recovery process for when a Leafeon is knocked out. The changes I made to my deck involve a lot of trainer cards to speed up the deck. Think kind of like ZPS speed but not quite. So I include Dual Balls, PokeGear and Junk arm so I can avoid playing collectors as much as possible and instead use that supporter to refresh my hand.

Since I know Leafeon Roserade doesn't exactly have the highest damage output, picking easy targets is the best way to go about getting prizes. So I tend to use Pokemon Catcher, Plus Power and Rocky Helmet to add up the extra damage that I need to ensure knock outs, especially to some of the bigger targets.

Specifically, this is what I added.

Also you might want to consider Seekers and Unown R in there as well as they help you reuse the limited Rainbow Energies in the deck.
