Collecting League Promos Yveltal and Volcarona

Hello,
I came across these league promos, Yveltal and Volcarona from Steam Siege, which has a "1st place", etc. stamp on. I'm not really familiar with the whole league stuff and I tried to get more information about these particular promos, but couldn't find anything.

So, what is the exact date of the release, and until when will they be distributed ?
Also, I guess the Volcarona is kind of a reward, is it given in local tournaments or on bigger occasions ?
 
yveltal was a league promo around October last year I think, these types of promos are available for the particular month they are released.

as for the volcarona that is a league challenge promo from around the same time period. league challenge promos have the same card for a 3 month period (in this case roughly August-October) the stamped 1st,2nd,3rd,4th indicate they are prizes for the 1-4th place in the tournament for each age division.
