legal decks?

If you mean decks that are legal for modified use in Premier Events then a Legal deck is a deck following the Diamond and Pearl-On format. meaning that all your cards must be from the Diamond and Pearl set and onwards, any card from before that would be deemed illegal for use in a premier Event except for cards that were reprinted (i.e Bill and Double Colorless Energy)
 
I think Mr. Darkfire means cards that are fakes. If you buy a booster box it should have shrink wrap on it that has the Pokemon logo. Another thing to look at is the price when you are buying, as counterfeit cards are often times sold well below the market suggested retail price.

As you know I'll be getting a box or two... or a half dozen... anyhow what should a box run? I found a website selling them for 79.99 up to 99.99 (depending on which set) plus shipping...

I did buy some counterfeit cards once just for giggles cause they were only a buck for a pack of ten... some are done surprisingly well... others were obvious fakes
 
That seems to be a normal price range. I only buy boxes in person, I don't buy them over the internet.
