How do you think the LEGEND cards fit into the metagame? For example, KGL would fit well into a Kyurem deck, as it does spread damage to the bench. In addition, DCL would fit well into a Chandelure deck with the attack to move around your opponent's damage counters.
 
If they actually fit in the meta in the way you describe, they would be played.

DCL is not used in Chandelure because you're already given complete control over where you drop damage. If you used DCL, it would only be to try to make up for a misplay.

KGL is not used in Kyurem because it's less efficient than just using more Kyurem.

The only ones with a role in the meta are SEL and RDL. However, with Eelektrik replacing Emboar for Magnezone's partner and Reshiram decks dying off, these two cards have little to no uses left. Legends were a bad idea from the start because they are harder to get out and search out than evolutions, but you can only have up to two of each side in a deck. The two prize rule didn't help any. Their saving grace is that they take less space in a deck than big evolution lines, but so far no decks except google's have made any real use of this.

All LEGENDs are really good, but they all have costly attacks with major drawbacks and (aside from Lugia) have no real way of accelerating that cost. SEL is playable in google only because it hits for weakness vs fire and steel types and doesn't lose energy in the process (using the first attack), and RDL is only played as a win-more tech in MagneBoar/ReshiBoar because only Emboar can reliably reload his attack.

Unfortunately, there just isn't any way to accelerate most energy types in this format (outside Electrode), and that's the biggest problem (IMO) with playing LEGENDs.

To make matters worse, no cards outside LEGEND Box (which is unplayable except vs Durant maybe) and Indigo Plateau were printed to support them. It's as if TPC thought them up, but then completely forgot to implement them effectively. Even something like a Master Ball that searched out both halves of a LEGEND, with some drawback like discarding/LZing a Pokémon, would have drastically increased their playability. Alas, they decided super tough, super strong Pokémon with very bad downsides weren't healthy for the game, so they opted for super tough, super strong Pokémon with barely any downside instead (Looking at you, Mewtwo EX)
